Purpose

The City of Globe Is taking steps to reduce flood risk and improve safety following the recent flood event. This Flood Mitigation Plan focuses on evaluating drainage areas and identifying ways to reduce future flooding impacts across the community.

Many of the creeks and washes within Globe are located on private property. Because of this, the City cannot perform flood mitigation work or assessments without permission from property owners.

This packet is designed to explain:

  • What the City’s Flood Mitigation Plan is

  • What participation means for property owners

  • What a Right of Entry (ROE) allows

  • What happens next

Our goal is to provide clear information so property owners can make informed decisions.

What This Flood Mitigation Plan Is

The City of Globe Flood Mitigation Plan is a coordinated effort to better understand how water moves through creeks, washes, and drainage areas during heavy storms and to identify practical ways to reduce future flood risk.

Through this plan, the City may:

  • Evaluate drainage conditions

  • Identify areas where improvements may reduce flooding

  • Plan mitigation actions that improve water flow and safety

  • Coordinate future funding opportunities for mitigation efforts/plans

This work focuses on risk reduction and safety, not development.

What This Flood Mitigation Plan Is Not

To avoid confusion, it is important to understand what this plan does not do at this stage.

This Step of the Flood Mitigation Plan:

·       Does not immediately change property ownership

·       Does not require property owners to transfer ownership of their property

·       Does not create a permanent easement through this packet or the Right of Entry

·       Does not authorize permanent changes without additional agreements

·       Does not obligate property owners to pay for evaluations or mitigation work

·       Does not authorize work without communication and coordination

In some cases, long-term flood mitigation solutions may require additional agreements, such as permanent easements or property interests. If those options are identified, they would be discussed separately with affected property owners and would require clear explanation, voluntary agreement, and appropriate legal process.

Signing a Right of Entry allows the City and it's partners to evaluate and plan. It does not commit a property owner to future agreements.

Right Of Entry (ROE) Explained

A Right of Entry (ROE) is a permission form that allows the City of Globe, or its authorized partners, to enter a property for specific flood-related purposes.

By signing an ROE, a property owner allows the City to:

  • Access the property for flood mitigation evaluations

  • Conduct surveys, inspections, or assessments related to drainage

  • Perform approved mitigation planning work related to flood risk, when applicable

An ROE is limited in purpose and applies only to flood mitigation activities. Property ownership remains unchanged.

If You Sign an ROE

  • The City can move forward with evaluation and mitigation planning

  • You will be informed before any work takes place

  • You remain the property owner at all times

If You Do Not Sign an ROE

  • The City cannot plan to perform flood mitigation work on your property

  • Flood risk reduction options in that area may be limited
