MAYOR MONTHLY REPORT
DECEMBER 2025
CHANGE OF DAY OF COUNCIL MEETINGS FOR JANUARY: The council meetings for January have been changed from the second and fourth Tuesday to the second and fourth Wednesday of the month for January only. All council meetings begin at 6 pm and are live streamed on YouTube.
FEMA DENIES MAJOR DISASTER DECLARATION: On December 23rd, the Governor’s office informed city of Globe that FEMA had denied the Federal Disaster Declaration for Gila county, citing that flood damage did not exceed state and local resources. As a result, our communities remain without access to additional critical recovery funding and resources. FEMA’s denial came before the final Disaster Assessment Report was due with the deadline date of December 28th. The city completed and submitted the report on time, and it documented damages and costs greater than those initially reported. The Governor responded on her news release that she would be appealing the denial within the thirty-day timeline. We are hopeful to have success in the denial process to have the decision overturned with the continued bipartisan support from all our Arizona Legislators.
Here are some of the programs and resources available with a Major Disaster Declaration:
1. Access to the following departments, Transportation, Energy, Health, Human Resources, Forestry, and USDA.
2. Access to the SBA Municipality Loan to repair infrastructure.
3. Access to the USDA Buy-Out program for homeowners.
4. Access to disaster assistance and emergency relief for individuals and business for tax relief, through the IRS.
5. Access to individual assistance programs for displaced workers and the relocation assistance program.
6. Reimbursement for repairs and stabilization of our city’s public infrastructure will provide a 90% return, compared to the state’s 75%. There is no direct reimbursement to residents or businesses with either a state or federal declaration.
Access to these departments open up additional programs that may be accessible to residents and the business community, allowing qualified applicants to apply directly to the federal government. City staff continue to seek out additional resources such as the Natural Resource Conservation Service program that is due on January 8th.
SBA LOANS: The SBA office remains open Monday thru Friday at the Globe-Miami Chamber of Commerce location from 8am to 5pm, 1360 N. Broad Street. As of December 30, 2025, $5,360,100.00 in loans has been approved for residents and businesses. Although taking on new debt after the disaster our city experienced is challenging, it may be the only recovery option for some. The deadline for applications for Homeowners Residences was December 9, 2025, plus a 60 day grace period. The deadline for applications for the business community is July 7, 2026, plus a 60 day grace period
