AGREEMENT ARIZONA WATER: City of Globe and Arizona Water Company have entered into a water service disconnection agreement that is effective on February 1, 2026. This agreement allows the City of Globe to request Arizona Water Company to shut off water service for customers with joint service accounts who are delinquent in paying their city sewer and garbage bills. The main geographic area affected includes city residents that live west of Auto Zone. The city currently has documentation that 19 residents in this area are delinquent in their payments for a total of $43,000.00. Residents who reside within the city of Globe and are serviced by Arizona Water Company should have received notice in their monthly bill in January. This agreement sets forth a mechanism through which Arizona Water will receive reimbursement for the costs and lost revenue incurred when terminating water utility service to customers of the City of Globe. 1. The cost to disconnect and reconnect water service to a shared customer is $100.00. 2. Lost revenue resulting from the water service disconnection. These costs will be passed on to the customer. If you are one of these 19 residents, please contact the City of Globe Water Department to make arrangements for payments before the loss of water service.
NATURAL RESOURCES CONSERVATION SERVICE: City staff have completed and submitted all required paperwork for NRCS funding for a flood recovery project. The project includes removing sediment from the creek bed and stabilizing the banks and walls in certain areas along the waterway. Approximately 80% of the creek is privately owned and access to those properties is necessary to conduct any work. Implementation will require obtaining temporary right of entry agreements for privately owned portions of the creek.
The entire 2.8 miles of creek running through our city will need to be engineered first to evaluate drainage conditions, address sediment buildup, and implement long term flood mitigation. Without property access, the city’s ability to reduce future flood risk is very limited. The city will then have to procure a qualified contractor with sufficient equipment and resources to perform sediment removal and transport the material to an approved site. The estimated cost of the project is $22 million dollars, with a 75/25 cost share reimbursement from State funds DEMA. If approved, the city will only have 220 days to complete the project under program requirements.
FEMA AND DEMA RE-VISITS GLOBE: Both FEMA and DEMA made a return visit to Globe the week of January 19th to work with staff to provide them with a detailed, on-the-ground insight into the extent of flood damage affecting city owned public infrastructure. The discussions focused on ensuring that state and federal partners have a clear understanding of how the flooding impacted public facilities, roadways, drainage systems, and other critical assets.
This second round of visit had our city teams walking sites, answering technical questions, clarifying damage conditions, and sharing documentation developed over the past several weeks. This hands-on coordination helps ensure damage and information is accurate, complete, and reflective of real-world conditions as recovery discussions continue.
SBA: The Small Business Association Disaster Loan Outreach Center that was located at the Globe-Miami Chamber of Commerce for the past 108 days since closed permanently on January 28th. Regardless of the closure, residents, businesses, and private non-profits may still submit applications until September 2026, by going online at SBA/gov/disaster. The latest number on approved loans is $5.6 million.
RE-EMERGING LOAN FUND: RCAC has established the Re-emerging Loan Program to assist businesses restart or enhance continued viability of their business organization. Eligible applicants include any small business, nonprofit organization, tribe, or public body located within RCAC’s service area with a population of less than 50,000. · No loan fee, a one-time upfront processing cost of $250.00
· 3% simple interest rate
· Up to 60-month term
