🌟 Planning & Zoning - Progress in Action 🌟

During last Thursday's meetingThe City of Globe Planning & Zoning Commission approved the site plan and building elevations for the new CVRMC Clinic a major step forward in expanding healthcare access for our community. The plan also includes renovations to the existing parking lot, with new landscaping along the highway frontage, around the building, and within parking lot islands to enhance the look and feel of the site.

At the same meeting, staff presented paving and alternative surface options for parking lots. Members of the public also shared their thoughts on community priorities.

✅ What’s Next:
The Commission directed staff to prepare updates to the zoning code to allow more options for parking lot surfaces. This means more flexibility, innovation, and opportunities to balance functionality, cost, and sustainability.

📄 Draft text amendments will soon be published for public review and comment, giving our community another chance to help shape the future of Globe’s development standards

This meeting is a great example of how transparent processes, community input, and proactive planning work together to bring important projects like the new CVRMC Clinic to life, while also shaping future development standards to better serve Globe.

From ADOT: Repaving Highway 60 From Stoplights to Santee Get ready for lane restrictions and slowdowns in the two-mile work zone on Highway 60 from Santee Street (milepost 250) west to the intersection with Highway 70 and stoplights at milepost 252. Arizona Department of Transportation announced a pavement project to begin "in late August" milling the current asphalt before repaving with new asphalt. Sidewalk, curb and gutter, guardrail and bridge improvements and other related work will also be completed. Construction is scheduled to begin in late August. Crews will work Monday through Thursday from 5:30 a.m. to 4 p.m. The project is expected to be completed by early 2026. Expect intermittent daytime lane restrictions and speed reductions in the work zone for sidewalk, curb and other improvements. Nighttime lane restrictions and speed reductions for milling and paving from 8 p.m. Sunday night through 6 a.m. Friday morning are anticipated to begin mid-October 2025. The City of Globe is reviewing its home-based business ordinances to ensure they are clear, fair, and work for our entire community. Updates will aim to encourage development, support small businesses, and protect neighborhood character.

How the process works:

1️⃣ Public comment is collected.

2️⃣ Staff and the Planning & Zoning Commission review feedback and prepare proposed revisions.

3️⃣ A community meeting is held to present changes and gather more input.

4️⃣ The Commission makes a recommendation to City Council, which makes the final decision in a public meeting.

Your Planning & Zoning Commissioners are your neighbors, local residents who volunteer their time to review proposals, consider updates to City Zoning Ordinances, and make recommendations to City Council. This is your opportunity to hear from them directly and be part of shaping Globe’s future.

Process.
Tonight’s agenda includes a presentation and discussion of parking lot paving standards and alternatives and the possible initiation of a zoning text amendment..
Here’s how the process works:
1 Review – The Commission examines proposals, site plans, and ordinance updates - with opportunities for public input - and staff reports.
2 Recommendation – After discussion, the Commission votes to recommend approval, denial, or modification.
3 Council Decision – Recommendations then go to City Council, which makes the final decision in a public meeting.
The Commission’s role is advisory, ensuring proposals align with City Code, state requirements, and community goals before Council takes action.

Progress.
When regulations are unclear, set unrealistic standards, or do not promote progress, it’s the City’s responsibility to improve them. This process is in place to encourage development, support small businesses, protect neighborhood character, and strengthen Globe’s eligibility for funding opportunities that address housing shortages and infrastructure needs.

The Arizona Department of Transportation is informing motorists of lane restrictions along east- and westbound US 70 between mileposts 252 and 255 nightly from 6 p.m. to 5 a.m. Sunday through Thursday beginning Aug. 10.

Beginning Aug. 24, crews will apply the micro seal to the roadway. There will be two separate applications of the micro seal. For each application, the micro seal will require a 40 minute to an hour closure at driveways and other access points to allow for the new application to cure.

The micro seal work is anticipated to take two weeks to complete and crews will be working nightly Sunday through Thursday from 6 p.m. to 5 a.m. through early September.

This work is separate from the upcoming US 60, Santee Street to US 70 pavement rehabilitation project between mileposts 250 to 252. More information for this project will follow.
A map of the project limits and flyer are attached to this email for your reference. Schedules are subject to change due to weather and other unforeseen circumstances.

Rodriguez Construction will begin replacing sidewalk in the following areas on Sunday, August 3 and are expected to be completed by Friday August 8th:
- In front of 109 S. Broad Street
- On 5th Street, between US 60 and Maple Street.

During construction sidewalks in these areas will be closed, however, access will be given to local businesses and residents.
Drive safely when in the project site area.

FY26 Budget Passed
EarthQuest Plumbing will begin replacing a sewer line on Apache Street, between Fourth and Fifth Street, beginning Wednesday, July 9 to Friday, July 25, 2025. Street closures will begin at 7am and will be completed daily by 4pm. During this construction, Apache Street will be closed. Please use alternate routes on Tonto Street.
