The inspections must be done at 3 points:
1) City’s side of the meter (done at time of meter change)
2) Customer’s side of the meter (done at time of meter change)
3) 18” from the home or building (still needs to be completed)
A PWS member will be entering your property to get the 3rd point inspection. They will attempt to make contact with a resident and then will proceed to locate a visible water line within 18” of the home or structure and will be taking pictures. Waste Connections was not able to complete garbage service on Tuesday February 17th due to an issue with the truck.
If your regular pick up day is Tuesday and you did not receive service yesterday, please make sure to have your cans out for pick up today, Wednesday February 18th and away from walls, fences, vehicles, etc. as usual.

PUBLIC NOTICE: Right of Entry (ROE) Outreach
Beginning this week, City of Globe staff will be visiting property owners along Pinal Creek to request completion of Right of Entry (ROE) forms.
An ROE allows the City and its engineering partners to access property for evaluation and planning only as part of ongoing flood mitigation efforts.
No construction work will occur at this stage.
Property owner participation is critical to move mitigation efforts forward.

How it Works:
Citizen/Contractor Submission: A resident/contractor/designer/etc. visits the City of Globe website, clicks on the required link for the type of service they are requesting, sets up submits a service request via the online portal on the city's website, selecting the request type of service needed, is able to upload all required documents, make payments when prompted
Automated Routing: The system automatically assigns it to the correct department (e.g., Public Works).
Staff Action:
Staff are notified, can view details, attach files, update status, and communicate with the citizen.
Tracking & Escalation:
The system tracks progress and escalates overdue tasks to supervisors.
Benefits:
Increases efficiency and transparency.
Reduces paperwork and manual processing.
Provides real-time data and mobile access for field staff.

Manned aerial mapping flights will take place in the coming days and weeks.

The areas are: Upper Pinal Creek, Six Shooter Canyon, and Russell Gulch. The targets will typically be visible as white “X” markings on the ground. Please do not disturb these markings.
Within the next few weeks, a manned aircraft will fly these areas at a flight height of approximately 1,000 feet to obtain new aerial imagery and LIDAR data to develop topographic mapping for these areas. This mapping will be the basis of improvement plans associated with upcoming flood mitigation work.

The NRCS EWP is a reimbursement-based program with strict federal requirements and a 220-day timeline that includes evaluation, design, and construction. Because of this timeline, property owner participation within Pinal Creek is critical to keep projects moving forward and remain eligible.

The City of Globe has been approved for the Emergency Watershed Protection (EWP) program through the USDA Natural Resources Conservation Service (NRCS) to move forward with flood recovery that helps reduce risks to life and property.
A critical next step is property owner participation. This program operates under a strict 220-day timeline, which includes both evaluation and construction. To stay on schedule, the City must receive Right of Entry (ROE) signatures from property owners along the creek as soon as possible.
ROEs allow engineers and City staff to access the creek for evaluation and planning only. They do not transfer ownership and do not authorize construction.

This work has focused on direct coordination, site-specific discussions, and ensuring state and federal partners have a clear understanding of how the flooding impacted public facilities, roadways, drainage systems, and other critical assets.
City teams have been walking sites, answering technical questions, clarifying damage conditions, and sharing documentation developed over the past several weeks. This hands-on coordination helps ensure damage information is accurate, complete, and reflective of real-world conditions as recovery discussions continue.

More than 80% of the creeks in Globe are privately owned.
That matters because access is needed to evaluate drainage, remove sediment, and plan flood mitigation efforts that help reduce future risk. Without access, the City’s ability to do long-term mitigation work is very limited.
This recent flood was different. The volume and force of water exceeded what many areas are designed to handle, making careful evaluation an important and crucial next step.
The City is working with property owners along Pinal Creek to gather information needed for flood mitigation planning and potential design.
The first step in this process is obtaining a Right of Entry (ROE), which allows evaluation and planning only.
