BROAD STREET OPEN: As we move from response to recovery and rebuilding, Our city has suffered tremendous damage and loss in both residential and business areas due to the recent historic flooding. As time passes, the images and emotions from the September flood may begin to fade for those outside our community. But for us, we will not forget. We must continue to share our story, as we move forward with cleanup and rebuilding. Many are still coping with loss, and recovery takes time. By remembering what happened and supporting one another, we honor the strength and resilience that define our city.
After a second round of evaluations by an independent engineer and city staff, Broad Street is now open to through traffic. Several buildings remain fenced off due to structural and safety concerns. These properties require further assessment to determine whether they can be repaired or must be rebuilt. Our main priority is PUBLIC SAFETY. According to Fire Code, a collapse zone must extend one and a half times the height of each building of concern. Please use caution while traveling through these areas, especially where traffic narrows to one lane. Be courteous and patient, with other drivers to help traffic move safely and smoothly.
STATE & FEMA FUNDING UPDATE: City staff continue completing detailed documentation required for state DEMA and FEMA funding submission. This process is essential to ensure eligibility for FEMA assistance once the necessary dollar threshold is reached. While the process has been challenging and, at times, frustrating, I want to thank and commend our administrative staff for their dedication and perseverance. They’ve worked tirelessly, without time off over the past three weeks, for the good of our city. The same gratitude extends to our Fire and Police departments, whose commitment to public safety remains unwavering. It is vital that all required paperwork is submitted accurately and completely to secure maximum reimbursement. Disasters of this magnitude place a tremendous financial strain on city budgets, as recovery funds must be spent before reimbursement, a process that can take months. We are fortunate to have maintained a strong fund balance, which allows us to meet immediate demands.
To our Public Works Department, we appreciate your continued efforts since the flooding. You have been on the front lines addressing ongoing water and sewer line breaks in our aging infrastructure, and your hard work is deeply valued. The job continues daily as new line breaks and challenges emerge.
This week marks a transition for our city Emergency Operations team. The external staff who assisted our city through immediate response and early recovery are concluding their on-site support. From this point forward, city staff will assume full responsibility for ongoing recovery and rebuilding. We extend our sincere thanks and appreciation to the experts who responded in our time of greatest need. Their knowledge and partnership were instrumental in helping our community stabilize and begin the path toward recovery.
BUSINESS AND RESIDENT ASSISTANCE: I encourage all residents and business owners to take advantage of immediate funding opportunities available. Government assistance can take time to process, and help is often needed long before those funds arrive. Please don’t wait, use the resources available now through donations and local programs. For residents: Visit the Salvation Army, 161 E. Cedar Street in Globe to complete the initial questionnaire in person. For businesses, assistance is available online through Local First Arizona, for both immediate and long-term funding opportunities. I also want to encourage continued support of legitimate personal fundraisers that directly help those who have been affected.
SBA LOW INTEREST LOANS: The U.S. Small Business Administration (SBA) announced availability of low interest federal disaster loans for businesses, private nonprofits, and residents in Arizona to offset physical and economic losses from the Gila County flooding event September 25-27. Interest rates are 4% for businesses, 3.6% for nonprofits, and 3% for homeowners/renters with terms up to 30 years. Interest does not begin to accrue and payment is not due until 12 months from the first loan disbursement. The SBA issued a disaster declaration in response to a request received from Governor Katie Hobbs. Beginning October 14, 2025, SBA customer service representatives will be on hand at the following Disaster Loan Outreach Center:

Access to Haskins and Yuma streets from North Broad Street remains closed to all traffic until non-structural bridge repairs can be made, and safety railings can be installed. Bailey Street at North Broad Street is closed due to safety concerns for structural deficiencies of adjacent buildings.
This phased reopening will allow customers direct access to open businesses and provide flexibility to business owners and sites still under restoration. Additionally, along the 400 block of North Broad Street, you will see fencing around buildings that pose a safety risk to the public.
While in downtown Globe, please watch for work crews, reduce speeds and obey all traffic control signs in the area.

The flooding left behind damage far deeper than what can be seen. Many of our historic buildings have sustained serious structural issues; including shifted foundations, unstable walls, and weakened ground beneath them. This is in addition to unprecedented water and wastewater issues that crews have been tending to around the clock. Recovery will take months of careful work to ensure that downtown is safe.
For these reasons, North Broad Street has been temporarily closed while engineers assess each structure and cleanup continues. However, we anticipate a partial reopening of North Broad Street, with safety limitations, by the evening of Wednesday, October 22nd. This phased reopening will allow business owners the space and safety needed to continue their recovery and restoration efforts. This will include partial fencing to areas that pose a risk.
Our community remains in an active state of disaster recovery, and the safety of our residents, visitors, and business owners remains as top priority.

The project includes removing old asphalt and repaving with new material, as well as upgrades to sidewalks, curbs and gutters, guardrails, bridges and other related features.
These improvements will enhance pavement conditions and bring roadway safety elements up to current standards. Please watch for work crews, reduce speeds and follow all posted traffic control signs in the work zone.

US 60 will be closed from 9 a.m.-2 p.m. between Superior and Miami (mileposts 227-243) Tuesday, Oct. 21, Wednesday, Oct. 22, and Thursday, Oct. 23. This is for the Queen Creek/Waterfall Canyon Bridges replacement project.
** NOTE: US 60 west of Miami, near milepost 241, will continue to have alternating lane restrictions for east- and westbound travel for flood-damage repairs. Flaggers and a pilot car will assist drivers through the work zone.
- DETOURS -
Eastbound: Use southbound State Route 177 through Winkelman to northbound SR 77.
Westbound: Use southbound SR 77 through Winkelman to northbound SR 177.
Due to the roughly 75-mile length of this detour, drivers may want to consider planning travel before 9 a.m. and after 2 p.m. The detour is estimated to add an additional hour for trips between Superior and Miami.

BOIL WATER NOTICE LIFTED: Effective immediately, the City of Globe has lifted the Boil Water Notice for all City of Globe water customers.
Laboratory results received this afternoon at 2:27 PM from a certified lab in Phoenix confirms that all water samples meet state and federal safety standards, with no signs of contamination. The water is safe for all normal uses.
City of Globe crews will continue routine monitoring to ensure water quality remains stable throughout the system.
Thank you to our residents for your patience and cooperation during this precautionary measure.

BUSINESS RELIEF FUNDS: The online application for initial relief grants of up to $5,000.00 is now open to businesses affected by the recent floods on the Local First website: localfirstaz.com/business-relief-grants. Donations received by the United Fund of Globe-Miami will now be distributed by Local First of Arizona.
The primary objective of the first round of funding from this business program is to provide immediate financial support to address urgent needs and to initiate the program effectively. This initial phase allows Local First of Arizona to begin operations promptly and to collect critical data through interviews.
The information gathered during this phase will inform the second round of funding, which will involve larger disbursements. These subsequent funds will be disbursed based on participants demonstrated needs, number of requests, and aligned with established program parameters.
RESIDENT RELIEF FUNDS: Residential relief funding under the United Fund of Globe-Miami is now available and being administered by the Salvation Army.

It is important to understand that relief funds are only available for damage caused by the recent flood to your residence only. Damage to your roof or yard due to rain is not eligible. Please bring any documentation you have related to the damage and your current living situation to help with the assessment.
APACHE JII DAYS: A huge shout out to the Globe-Miami Chamber of Commerce for moving the event to Harbison Field. Thank you for understanding the difficult decision that council and staff made to not hold it in our downtown area this year. We look forward to bringing this event back to our Historic Downtown District next year.
BROAD STREET TEMPORARY CLOSURE: North Broad Street will remain barricaded with access to through traffic until it is deemed safe to fully open. Cleanup efforts and structural assessments are still ongoing in the area.
Entry point for all traffic, including customers of open businesses, must enter at Bailey Street. Exiting the area is still permitted at North Broad Street and Highway 60.
We appreciate your patience and cooperation during this time. Full access will be restored as soon as all cleanup is completed, and hazardous structures have been secured and the area deemed safe.

Water service has been restored on San Carlos Drive.
Residents may notice air in the lines or sputtering from faucets. This is normal after a large repair and should clear up as water flows through the system.

-San Carlos Drive is the only remaining area where water line repairs are still in progress. Potable water has been delivered to residents in this area, and bottled drinking water continues to be distributed daily. Repairs are anticipated to be completed by this evening.
-The Boil Water Advisory remains in effect as a precautionary measure to protect the health and safety of City of Globe water customers. Current testing has shown no signs of contamination; however, laboratory testing requires time to complete. Final results are anticipated by tomorrow, October 17.
Drinking water remains available for pickup at City Hall (Employee Parking Lot).

Today, October 16th: There will be maintenance near the intersection of Highway 60 and Russel Road (near Walmart and Red Roof Inn) that will include a visible flame up to 20 feet high, loud noises similar to a jet engine and a natural gas smell. See the attached notice for more information.
