Questions We’re Hearing - Temporary Debris Management Site Update

One of the questions we hear most often is whether the Temporary Debris Management Site (TDMS) at the Community Center is affecting the surrounding air quality.

To help answer that question, the City of Globe contracted with Atlas Technical Consultants, LLC to conduct air monitoring around the site during the week of June 22–26.

The results showed that all immediate monitoring, as well as laboratory test results requiring additional analysis, found no airborne contamination in proximity to the Temporary Debris Management Site during the monitoring period.

These results reflect the air quality in the area surrounding the site during the monitoring period and provide an important baseline as recovery efforts continue.

The City will continue monitoring the site as we move into the next phases of work, including preparing for material sampling, sorting, and the removal of all debris from the site.

We remain committed to keeping the community informed as each phase of this process moves forward. Additional updates will be provided as new milestones are reached.

Question’s We’re Hearing We know many residents are looking for clear, easy-to-find information about flood recovery, current projects, and what comes next. To make that information more accessible, we’ve created a new Flood Recovery Dashboard. The dashboard provides a simple snapshot of major recovery efforts, including where projects stand today, what the next steps are, and when you can expect future updates. The dashboard will be updated regularly as projects progress and new information becomes available, giving our community one central place to follow recovery efforts. 📊 View the Flood Recovery Dashboard: https://www.globeaz.gov/page/flood-recovery-dashboard 🌐 Visit the Flood Information Page: https://www.globeaz.gov/o/cog/page/flood-information-page This is the first step in our new “Questions We’re Hearing” series. In the coming weeks, we’ll continue providing more focused updates on the topics we receive the most questions about, helping explain not only what is happening, but also why, what comes next, and where residents can find the latest information.

Questions We're Hearing

As flood recovery continues, we know many residents still have questions about the recovery process, current projects, and what comes next.

To provide clearer, more focused information on the issues that matter most to our community, we're launching a new series that will answer some of the questions we've received most often and explain what to expect moving forward.

Many of the questions we hear most often fall into five areas:

🔹 Why is the debris pile still at the Community Center, and is it safe?
🔹 Why are some flood-damaged properties receiving citations?
🔹 What assistance is available for residents still recovering from flood damage?
🔹 What is being done before monsoon season to reduce flood risk?
🔹 What has the City learned from the flood, and how will future recovery efforts be improved?

These are important questions, and they deserve clear answers.

Over the coming weeks, we will be providing updates focused on each of these topics, including what we know, what we don't know yet, what steps are being taken, and, where possible, the factors that influence decisions and timelines.

If you have questions or concerns you would like us to consider as we prepare these updates, please contact the City of Globe Public Information Office at PIO@globeaz.gov.

Thank you for continuing to engage with us as our community moves forward together through recovery.

🚧 Temporary Debris Management Site (TDMS) Update

We understand the Temporary Debris Management Site near the Community Center and sports fields has raised concerns and isn’t the view anyone wants to see. We’ve heard questions about safety, parking, and why the site remains in place.

Following the September flood, and with the local landfill temporarily closed due to impacts from the disaster, ADEQ directed the City to establish a temporary site to safely manage flood-related debris.

The City of Globe continues to work closely with ADEQ and is moving into the required testing phase. Testing must be completed before debris can be removed so the appropriate disposal methods are determined, and public health and environmental standards are met.

To provide additional transparency and keep the community informed, air quality monitors are being installed today to gather data as testing moves forward. 🌬️

We will continue providing updates as testing milestones are completed and additional information becomes available.

We know recovery has taken longer than anyone would like. Thank you for continuing to engage with us and share your feedback as we work toward the safe removal of debris and the long-term recovery of our community. 💙

Thank You, Globe!

The City of Globe would like to extend a HUGE and sincere thank you to the many property owners who have signed Temporary Construction Easements, allowing Tiffany Construction access to privately owned portions of Pinal Creek floor for sediment removal activities.

Your willingness to partner in this effort is helping protect homes, businesses, and infrastructure, along the flood path throughout our community.

Sediment removal is underway within City limits. The project will remove a volume of built-up material equal to that of a football field stacked 47 stories high! Removal of this sediment will restore the creek’s historical capacity to safely pass stormwater through the City.

Every property along the creek matters! Water ignores property lines, so to reduce flooding, stormwater must move safely through the whole corridor without obstructions. If even one area is left untreated, it can disrupt flow and increase flood risk for neighboring properties.

Happily, all but three private property owners have signed Construction Easements allowing this work to begin. City staff will continue working with the remaining property owners to encourage participation and ensure adjoining properties are not needlessly put at additional risk of flooding during the upcoming monsoon season.

We are at 20% completion now with final completion set for mid-July, just prior to the arrival of the forecast of Super El Niño driven monsoons

Thank you for helping build a safer and more resilient Globe.

Update on the State’s Budget Approval of 2.5 million for Globe

The Arizona State’s 2.5 million in budget funding does not eliminate Globe’s flood recovery costs. The funding from the State means the taxpayers of Globe will not have to bear the full burden of the local cost match required for the Pinal Creek Flood Mitigation Project.

Many residents are asking how the recently approved State Budget will be used, and we want to provide that information directly and transparently.

The City of Globe's $2.5 million allocation will help to meet the NRCS local funding match required for our flood mitigation project. These funds will help support ongoing efforts while reducing the financial burden to the City of Globe and its taxpayers.

Ultimately, the Globe City Council will make the final decision regarding the expenditure of these funds through the Council process and in compliance with the State budget requirement that the funding be used for Disaster Relief within the City of Globe.

This funding WILL:
✅ Help satisfy the City's share of the required local match for the NRCS flood mitigation project
✅ Help protect properties along the floodway from the threat of this year’s upcoming monsoon season
✅ Support ongoing flood mitigation efforts to assist in creating safer waterways
✅ Reduce the financial burden on Globe taxpayers

This funding WILL NOT:
❌ Be used for salary increases
❌ Be used for elected officials
❌ Be used for unrelated City operations
❌ Be used for projects unrelated to flood mitigation efforts
❌ Be given directly to local businesses or residents

Flood mitigation is a long-term effort that requires partnership at every level. We are grateful to Governor Katie Hobbs, the Arizona Legislature, Gila County, the Town of Miami, and the many community partners who helped secure these resources for our region.

This investment helps ensure that critical flood mitigation work can continue as our community recovers, while helping protect local taxpayers from carrying the full burden of these costs alone.
