🚧 Project Update: Jesse Hayes Improvements Continue

Another week of progress is underway on the Jesse Hayes Improvement Project!

Crews have been focused on:
⚡ Installing underground electrical conduit along Hagen Road for planned roadway lighting.
🚶 Preparing the subgrade for the new curb, gutter, and sidewalk along the skate park entry road.

These improvements are important steps that help lay the foundation for the next phase of construction. While some of the work may not be immediately visible once complete, it is essential to creating safer, more accessible infrastructure for everyone who uses this area.

Thank you for your continued patience as these improvements move forward. Every step brings us closer to a finished project that will better serve our community.

Council Action Keeps Tiffany Working

At Tuesday's Special City Council Meeting, Council approved the Guaranteed Maximum Price (GMP) for the laying of Riprap as part of the Pinal Creek Bank Stabilization Efforts. Tiffany Construction will begin this work as early as today.

At the July 14th meeting Council approved holding a Special Meeting on July 21st at noon in order to allow Tiffany to immediately transfer from sediment removal to bank stabilization. The City is facing a September 11th NRCS deadline to complete the work in the creek. This Special Meeting helped to keep the project within the deadline.

Council also approved ingress/egress and permanent public drainage easements for properties where ongoing bank stabilization is needed. Staff will begin reaching out to affected property owners for this, today.

Community Questions:
Does an ingress/egress or permanent public drainage easements mean the City owns my property?
No.
An easement does not transfer ownership. The property remains privately owned. The easement simply allows the City to access and maintain the drainage improvements in the future.

Due to today's storm, Besh Ba Gowah Museum, the Globe Public Library, the Active Adult Center, and City Hall will be closed for the remainder of the day.

Project Update: Jesse Hayes Sidewalk Improvement Project

Work continues on the Jesse Hayes Sidewalk & Drainage Improvement Project as crews make steady progress on important drainage infrastructure improvements that will support safer travel and better stormwater management.

Recent Progress
• Completed saw cutting and asphalt removal along Hagen Road and adjacent to the skate park.
• Removed the existing corrugated metal pipe (CMP) and headwalls at the Jesse Hayes Road and Oil Circle crossing.
• Delivered the new, larger drainage pipe that will be installed beneath Jesse Hayes Road to improve stormwater flow through the intersection.

What's Next
• Installation of the new drainage pipe at the Jesse Hayes Road and Oil Circle crossing.
• Continue underground drainage improvements in preparation for future sidewalk, curb, and gutter construction.

Why It Matters
This project will improve stormwater drainage, enhance pedestrian safety, and modernize infrastructure along the Jesse Hayes corridor. These improvements are designed to better manage runoff during heavy rain events while also creating a safer, more accessible, route for pedestrians.

The project remains on schedule.

Funding
This project is made possible through the Arizona State Appropriations Grant Program, helping to fund long-planned infrastructure improvements that will benefit the Globe community for years to come.

Official Statement from the City of Globe

The City of Globe is aware of the statements being circulated regarding an ongoing enforcement matter involving a downtown property.

Many of the statements made throughout this thread contain factual inaccuracies, omit important context, or mischaracterize the City's actions and legal responsibilities.

The City has a fundamental obligation to protect the public when it identifies conditions that present as an imminent hazard and a potential threat to life and safety, particularly within a busy historic downtown where businesses, pedestrians, motorists, residents, and visitors are present every day. That responsibility exists regardless of whether a property owner agrees with the findings, or the actions required to address them.

Property owners also have a legal responsibility to address hazardous conditions on their property within a reasonable timeframe. The City recognizes that every situation is different and works with commercial and residential zoned property owners whenever possible to achieve voluntary compliance and safe, timely resolutions.

This particular property has been the subject of an extensive legal and administrative process over an extended period of time. Throughout that process, the City repeatedly sought voluntary compliance before pursuing enforcement actions authorized under law. When immediate safety concerns existed, because the threat to public safety could not be ignored, the City was required to undertake emergency stabilization measures in order to protect neighboring businesses, pedestrians, motorists, emergency responders, and the public at large.

The City's responsibility extends beyond a single property owner. It also extends to neighboring businesses, their employees and customers, residents, visitors, emergency responders, and every member of the public who lives, works, and spends time in Globe's historic downtown.

When a property owner refuses to acknowledge hazardous conditions, declines to take corrective action, or disagrees with the City's determinations, the City's obligation does not change. The City must continue taking the actions authorized by law to protect the health, safety, and welfare of the community.

Public safety decisions are not based on social media posts, political pressure, or public opinion. They are based on applicable building codes, documented inspections, professional evaluations, legal process, and judicial oversight when required.

Because this matter remains subject to ongoing legal proceedings, the City will not litigate individual facts or release case-specific records through Facebook.

The City WILL continue to enforce laws adopted to protect public health and safety fairly, consistently, and without regard to public pressure or social media campaigns.

Our responsibility is, and will remain, protecting the safety of our community while following the law.

CONTINUED TEMPORARY CLOSURE OF SKATEPARK

The opening of the new skate park is temporarily delayed. Contractor scheduling issues and recent storm activity have slowed down the final phases of construction. The City of Globe Public Works staff will be on-site to complete final improvements once the contractor’s phase of work is complete. The skate park will be open to the general public beginning July 24th, 2026 at 4pm.

All adjacent fitness and sports courts are open to the general public during the skate park closure.

For your safety, the public is strictly prohibited from entering the construction zone while upgrades are underway. We appreciate your patience and cooperation as we improve our community facilities.

TRAFFIC ADVISORY REMINDER:
Temporary Closure of Jesse Hayes Road for Drainage Infrastructure Upgrades

The City of Globe has announced a temporary full road closure on Jesse Hayes Road to facilitate critical drainage infrastructure work. Doege Contracting and their authorized subcontractors will be executing the upgrades.

• Closure Type: Full Closure. The roadway will be entirely closed to all through traffic and accessible to local traffic only on either side of the closure.

• Closure Location: Jesse Hayes Road at the Oil Circle intersection.

• Closure Dates: From Thursday, July 16, 2026, through Friday, July 24, 2026.

• Timing: The full closure will begin promptly at 6:00 a.m. on July 16th. The roadway is scheduled to safely reopen to traffic by 4:00 p.m. on July 24th.

• Detour Information: Motorists traveling through the area must utilize Walliman Road as the designated alternate route.

Safety Reminders:

Due to the full closure, drivers are advised to plan ahead, allow for extra travel time, and exercise caution when navigating the detour. Please obey all temporary traffic control signs, digital message boards, and construction markers to ensure the safety of field crews and fellow motorists.

Questions We’re Hearing: What is an ATC-45 Form?

Following the flood, qualified inspectors used the ATC-45 Rapid Safety Assessment process, a nationally recognized tool used after disasters to help determine whether structures appear safe to occupy.

🔹 The ATC-45 assessment is post-disaster assessment process used for wind and flood events.

An ATC-45 assessment is:

✅ A rapid safety evaluation following a disaster (for wind or flood)
✅ A way to identify and document potential structural hazards
✅ A tool to help guide next steps in the recovery process and nationally standardized tool

An ATC-45 assessment is not:

❌ A condemnation order
❌ A determination of property value
❌ An automatic requirement to demolish a structure

🏚️ Inspectors look for visible signs of damage such as foundation movement, structural shifting, and flood impacts that may affect a building’s stability.

📋 Structures may receive one of three designations:

🟢 Inspected/Safe– No apparent structural hazards were observed at the time of inspection.
🟡 Restricted Use/Limited Entry – Repairs or additional evaluation may be needed before full occupancy.
🔴 Unsafe – Significant hazards were identified and occupancy is not recommended until repairs and further evaluation occur.

👷 Property owners may choose to obtain additional evaluations from a licensed engineer or qualified professional as they determine the best path forward for their property.

With monsoon season underway, now is a great time to prepare before storms arrive.

The City of Globe has a self-service sandbag station available at the Public Works Yard at 1250 S. Hagen Rd.

✔️ Sand and filling equipment are located outside the gate and are available for public use.
✔️ The station is self-serve, allowing residents to fill sandbags at their convenience.

🤝 If you have a little extra time, consider filling a few extra sandbags and leaving them behind for someone who may need a helping hand. Looking out for one another is one of the things that makes our community strong.
