A Message from Mayor Al Gameros (10-14-2025)
The past two weeks have been an emotional and physical rollercoaster for our city and our entire community. We have transitioned through many phases – from initial search and rescue, to cleanup, to recovery, to assessment, and then to protecting and preserving the progress we have made so far.
We hope and pray that the worst is finally behind us.
We will have our regular scheduled Council meeting tonight at 6 pm. There will updated presentations from our city Emergency Manager, Fire Department, Police Department, Public Works, Community Development, Finance, and Linda Oddonnetto Assistant City Manager.

SECOND ROUND OF STORMS: Although our city was spared the worst from the remnants of Hurricane Pricilla, we were hit with a second round of weather and mother nature from the remnants of Hurricane Raymond this weekend. Our waterways handled the runoff well for the most part after the waterway cleanup efforts, with a couple of exceptions.
There was minor flooding on Highway 60 at the Empire building near city hall due to a brief overflow. Additionally, we experienced a spillover at the bridge north of La Casita lasting approximately 20 minutes. This led to water and mud filling the streets, reaching as far as Western Reprographics and stretching north to Courtesy Ford. Thanks to the efforts of businesses securing their buildings with sandbags, most water and debris were kept out of the buildings.
HIGHWAY 60 CLOSURE: Highway 60 between Miami and Superior remains closed at this time, as ADOT continues to assess the damage and develop a plan for a partial reopening to traffic. The primary concern is the significant erosion and wash out that occurred during the flooding, particularly on the section of highway just west of Miami. We will continue to closely monitor the situation and share updates with public as soon as new information becomes available.
DEMA STATE FUNDS: The continued work on assessment and documentation continues with the Globe, Miami, and County for DEMA state funds that cover a percentage of variety of costs for local governments and certain eligible entities after a disaster according to the declaration status. This process is extremely complex and detailed and takes time.
The time frame to complete this initial documentation to submit for FEMA federal funds is thirty days. DEMA funds cover costs for Emergency Response Costs, Debris Removal, Infrastructure Repairs, Protective Measures, Equipment / Materials, Planning, and Coordination Costs. These funds do not cover private property (homes, businesses) or individual assistance to residents. That is why it is vital that we meet the thresholds to submit to FEMA for federal funding.
FEMA FEDERAL FUNDING: It is vital that proper, detailed assessments and documentation are completed under our current declarations. This thorough process is essential to ensure we meet the required damage cost thresholds needed to qualify for federal FEMA funding. Every eligible expense, every piece of damage, large or small, must be accurately recorded and submitted.
This is not just paperwork, it is the foundation for unlocking critical federal assistance that can help our community recover, rebuild, and strengthen our future. These critical funds cover the city infrastructure repairs, emergency response costs, debris removal, and administration management. For individuals, families, and households it may cover housing assistance, personal property assistance, and provide small business low interest loans.
UNITED FUND OF GLOBE-MIAMI: We are pleased to share that the United Fund of Globe-Miami Flood Relief Fund will go live this week. This funding is available to all residents and businesses in our community who experienced losses due to the recent flooding.
Funding will be distributed through an application process and is intended to support direct cost recovery. We will provide full details and application instructions as soon as the fund officially launches. Please stay tuned for updates.
We continue to encourage donations to the United Fund of Globe-Miami to ensure all contributions are properly deposited and available for disbursement.

The City of Globe has bottled water available for residents affected by the current water outage.
Distribution is located at Globe City Hall, in the Employee Parking Lot on Cedar Street and Pine Street. Please enter on Cedar Street to load.
Residents may pick up bottled water while repairs are underway and until normal water service is restored.

• Follow instructions from emergency personnel, stay on designated evacuation routes and avoid closed areas.

Notice from BHP:
BHP is closely monitoring the flooding in Globe-Miami. The Solitude tailings facility remains stable and is operating as designed. There is no current risk of overtopping. Blue Lake, located atop the facility, has reached capacity due to heavy rainfall, and has begun to discharge water into Russell Gulch through its designed spillway.
We are maintaining close contact with emergency authorities. The site remains closed to the public. The safety of the community and the environment remain our top priority. Please reach out to your local emergency services with any questions.

• Keep in mind unique needs for your family or special equipment for pets and livestock.
• Stay aware of the latest news and information from public safety and public health officials.
• This might be the only notice you receive. Emergency services cannot guarantee they will be able to notify everyone if conditions rapidly deteriorate. Be SET to GO.
Although these communities are not immediately threatened, the SET notification is a preparatory
measure.

The City of Globe is currently managing a 12-inch water line break in one of the two lines that feed our tank system. Because of its location, repairs cannot be made right away.
Our water system remains fully functional for all City Water customers, although we are operating on diminished capacity to refill our City water tank system. Customers may experience lower than normal water pressure. The remaining 12” water line will continue to fill our water tanks until repairs can safely be completed.
The City is in the process of obtaining bottled water to assist residents should the need arise.
We’re asking everyone to conserve water where possible and please postpone laundry, outdoor watering, and other non-essential uses for now.
City crews are closely monitoring the situation and working toward a solution. We’ll continue to share updates as they become available.

WEATHER TIMELINE FOR GLOBE: Hurricane Priscilla has weakened significantly as it moved northward off the coast of Mexico and is now considered a post-tropical remnant. While the storm itself is dissipating far to the southwest, the tropical moisture it is pulling into the region is causing the hazardous conditions.
Saturday, October 11 – Showers and thunderstorms are expected to continue throughout the day and into the night. The risk of flash flooding is highest during this period.
Sunday, October 12 – Showers will continue, with the Flood Watch remaining in effect.
Monday, October 13 – The Flood Watch will expire at midnight. Showers are likely, followed by a slight chance of showers on Tuesday.
Tropical Storm Raymond’s moisture is arriving in Arizona on the heels of Tropical Storm Priscilla. Raymond’s moisture is expected to begin sending heavy rain into eastern and southern Arizona, that could affect the Globe area on October 11th.

CURFEW CONTINUES: Due to public safety concerns related to potential flooding and to support emergency response efforts, a curfew was initiated that began Friday night. This curfew affects the areas between the current barricades that have been identified from Bailey Street, north to the entrance of Broad Street at the Railroad Trestle. This will be in effect from dusk to dawn. All businesses outside the barricade area remain open. Please continue to support these businesses during this time.
• Time Frame: Dusk to Dawn
• End Time: Through Tuesday, unless conditions improve sooner
City staff will continuously monitor weather developments, and the curfew timeframe may be adjusted as conditions change. We appreciate your cooperation as we take proactive measures to ensure the safety of our residents and protect our community.
PROPANE TANKS REMOVED: The propane tanks were removed and were relocated to a higher ground area. This protective measure was initiated by the City with Matlock Gas with consultation from Gila County in anticipation of the upcoming storms, to protect life safety, property, and the environment.
RED CROSS SHELTER: This is a reminder that the American Red Cross is still open for limited support services at Lee Kornegay School, 4635 Railroad Avenue in Claypool. The hours of operation are 9am to 7pm.
PUBLIC SAFETY: The city has increased fire and police personnel for the weekend. These additional personnel are on standby to respond to any emergencies and will actively monitor creeks and waterways as rainfalls intensifies.

SAND BAGS: The cleanup efforts in both the business district and residential areas have been nothing short of amazing over the past week. We sincerely thank everyone who has contributed to the recovery process.
As we prepare for this weekend’s storms, it is vital that we take steps to protect the progress we have made. Sandbags are currently being filled and will be available for those who need them at the following locations in Globe:
• Globe Public Works Yard: 150 Hagen Road
• Globe High School Parking Lot: 437 South High Street
• Dixon Rocks & Materials: 1990 E. Ash Street
• Gila County Public Works Globe, 1001 Besich Blvd.
We encourage residents and business owners, especially those in flood prone areas, to pick up sandbags and take precautionary measures now before the storms arrive.
TANK REMOVAL: We understand the public concern regarding the propane tanks that were displaced by recent high-water levels. Please know that City of Globe staff has been working diligently to safely and legally mitigate this potential hazard.
After careful consideration, we have made the decision to take immediate action and absorb the costs associated with removing propane bottles that pose an immediate threat ahead of this weekend’s storm. Beginning today, crews are actively removing approximately 200 empty propane tanks currently located in the flood way on the property of Matlock Gas, under a Right of Entry Agreement. While we continue to work through the citation process with Gila County officials to address the remaining stored tanks on Jesse Hayes Road, we simply cannot afford to wait any longer. The safety of our residents and the protection of their property must come first.
CURFEW: Due to public safety concerns related to potential flooding, an emergency curfew will be in effect on Broad Street, from Bailey Street to North Broad Street and Highway 60 on Friday night until Tuesday. This will be in effect from dusk to dawn.

Propane Tank Removal
City of Globe Takes Action to Protect Residents Prior to Weekend Storms
The City of Globe is currently removing propane tanks from the Matlock property prior to the weekend storm events using local contractors. The City has entered into an agreement with Matlock Propane to allow the City to safely relocate the tanks to higher ground owned by the City of Globe. The City has consulted with officials representing the Gila County Emergency Management and is acting in compliance with ADEQ and federal guidelines to ensure community and environmental safety. Please take extra care when traveling along Jesse Hayes Rd. near the Matlock site.
